So is Brigitte a werewolf?
Uh, yes and no. To any extra-heightened senses or whatnot, chances are she'll read as WEREWOLF ("smells like dog" or what have you) but at the same time not QUITE. This is because in Ginger Snaps our werewolves are different. The first film - which Brigitte is still primarily drawn from - draws parallels with it and puberty. After being bitten the change is not instant. It happens gradually, and if there is any going back from it once you've turned wolfmonster, we've never seen it. If this is because both Ginger and the other one liked being a wolfmonster too much to ever bother trying to change back or if it really is a point of no return thing is up in the air. We'll burn that bridge when we get to it. There is a supposed 'cure', but all it does is mitigate the symptoms rather than address the problem. Regular injections of aconitum hold back the transformation, but it has to be kept up and you do build up a tolerance to it, requiring more each time. Brigitte has kept up on the aconitum and has yet to have the first (only?) transformation.
So yes, she's infected, technically speaking she's a werewolf, but she hasn't transformed yet.

Werewolfy powers?
Not really. Again, she hasn't had her first change yet. About the most she's got is speed-healing (The chuky salsa rule still applies), and if any other wolfy-people are around she can kind of sense them, though not as certainly as they can sense her.
When it comes to wolfness she does however have a bit of an ALPHA streak, which can be seen in how when push comes to shove she's the one that orders Ginger around. Getting angry/aggravated also brings this out as the desire to tear people and things apart is part of the transformation even before the change.
She also hallucinates her dead sister. This isn't a super-power, Ginger isn't still alive. Brigitte has just been through a lot of trauma. Ginger generally talks in whited-out text and actions, as only Brigitte can see/hear her. Mind-readers might be able to pick up on her existence at the player's discretion, but people who can communicate with the dead will not be able to. Because she is not real, she is a hallucination of Brigitte's.
If the movie is any indication, the farther along in her transformation she is, the more pheromones Brigitte lets off.
